Mr. Turner earned his A.S. degree in Corrections and A.A. degree in Law Enforcement from Solano Community College, Suisun; B.A. degree in Human Relations, Golden Gate University, San Francisco; and M.P.A. degree, National University, San Diego. Mr. Turner began his career in public safety as a security officer assigned to the Kaiser Permanente Hospitals located in Oakland, Martinez, and Vallejo, California. He was subsequently employed by the City of Fairfield as a Public Safety Officer/Firefighter, working in both the police and fire service. He is a graduate of the California Basic Police Academy in Santa Rosa, California and the Solano College Fire Academy. Mr. Turner subsequently earned his Advanced P.O.S.T Law Enforcement Certificate and a California Board of Firefighter Services Firefighter Certification. He later transferred into a full-time police officer position with the City of Fairfield. Mr. Turner retired from the department as a Police Specialist assigned to the Youth Services Bureau. Past Law enforcement assignments include Patrol; Detective (General Investigations Unit / C-CAP (Crime Reduction Unit); S.W.A.T.; Crime Scene Evidence Technician; Youth Services Bureau Diversion Counselor; School Resource Officer; Field Training Officer, and Youth Services/Missing Persons Police Specialist. Mr. Turner successfully developed the first Middle School Officer program, serving over 2500 students and faculty in the City of Fairfield under the auspices of the Fairfield - Suisun Unified School District and the California Department of Justice. He was awarded the Fairfield City Manager Commendation Award for his work in developing the position. Mr. Turner has completed a variety of specialized training courses, including FBI sponsored S.W.A.T School and other Advanced S.W.A.T. training; U.S. Department of Justice/DEA Drugs and Narcotics Investigations; P.O.S.T. 11550 Drug Influence Certification; California Department of Justice Homicide and Violent Crimes Investigations; Behavior Analysis Training Institute (B.A.I.T.) - Interviewing and Interrogation; Bob Bondurant Law Enforcement Driving Academy and other advanced emergency vehicle operations training; P.O.S.T Certified Firearms Instructor; Sirchie Laboratories Law Enforcement Training Center Graduate, Youngsville, NC (Crime Scene Evidence/Basic Narcotics Identification Certifications); Crime Scene Reconstruction and Sexually Violent Crimes, George Mason University, VA; Krav Maga Hand to Hand Combat Training Summer Camps; International Tactical Training Seminars (I.T.T.S.), Los Angeles, CA. Blackrock Firearms Training, Vacaville, CA., and (Lifetime Member) Frontsight Tactical Firearms Training Certification, including Defensive Handgun and Combat Shotgun, Las Vegas, NV; De-escalation Instructor Course, Force Science Institute and U.S. Department of Veterans Affairs,Los Angeles; POST Cert. Principles of De-Escalation Course, San Juaqun County Sheriff Dept, Stockton, CA. Mr. Turner maintains a current POST Academy Instructor Certification(AICC). He is a current member of the California Crisis Intervention Training Association (CACITA) and a member of the California Narcotics Officers Association(CNOA). Mr.Turner has over 20 years of teaching experience as a full-time faculty member at Yuba College. Mr. Turner believes strongly in the admonition of John Cotton Dana, "Who dares to teach must never cease to learn."
